About the role

This is a key senior officer role and you will have the professional gravitas to advise on the strategic direction and lead the ICT function as one of the core underpinning enablers for the Digital Transformation.

You will be directly involved in delivering an ambitious Digital Transformation programme as well as structuring and managing an ICT department fit for the future within Wiltshire Council.

The opportunity to develop strategic partnerships in order to deliver on the agenda is significant, in addition the prospect to help re-imagine how the council not only interacts with residents but also partnering organisations such as health and the voluntary sectors.

About you

You must have a proven track record of managing a large (150+ staff) ICT department as well as active involvement in Digital Transformation projects and within a large, complex, multi-site organisation operating within regulatory and commercial frameworks with significant budget responsibility.

With substantial experience of working in partnership with a range of stakeholders, you will need to use your business and political acumen to proactively build strong internal relationships and also develop new relationships adopting a commercial approach.

You will be degree qualified in a relevant subject and have SIFA level 6/7 as well as Project Management qualifications such as PRINCE 2 and AGILE experience. You will be a strong leader, motivating and developing a large multi disciplined team whilst remaining calm under pressure with excellent communication skills.

The role is based out of County Hall in Trowbridge. Wiltshire Council offer flexible working and remote working. Trowbridge has excellent transport links with the train station less than a 5 minute walk and good bus routes. We also offer free parking, 25 days annual leave increasing to 30 days after 5 years, local government pension scheme, access to Wiltshire Rewards and development opportunities and career progression.

This role closes at 11pm on Monday 23rd March 2020.

As a Broadcast Technician you will be responsible for providing engineering support across all areas of the facility including live studios, transmission, and production as well as broadcast creative and on-air graphics workflows.

Day to day duties will focus on maintaining a wide range of specialist broadcast and IT equipment with responsibilities including providing routine checks, fault finding.

Minimize loss of broadcast services at times of equipment failure by rapidly identifying and implementing alternative methods to restore the broadcast services.

Ensure that the broadcast systems are ON AIR without interruption. Perform emergency restoration procedures for broadcast facilities and support operations team during emergency.

Skills in supporting a wide range of broadcast equipment and technologies including several or all of the following:

  • Routing & Control system
  • Video Routers, Multi viewers and Glue items
  • Talkback
  • Master Clock (SPG) Glue and other equipment installed in Central Apparatus CAR Rooms
  • TX/Playout full support including Automation System, video Servers, CTX Video Mixer, TX output chain
  • MCR Broadcast related systems Support; equipment and transmission links during outside broadcasts
  • Immersive System, Weather, Social
  • Studios and Gallery equipment support including Audio Mixer, Vision Mixer, Video Walls, Studio Cameras, Robotic System. LED System
  • Studios Lighting Systems
  • Editing facilities and post-production suites
  • KVM system

Understanding of IT networking infrastructures, file-based technologies and their implementation in a broadcast environment is essential along with:

  • Broadcast IT Software Application Support including Media Asset Management and Traffic/Scheduling Systems
  • Good knowledge of Newsroom Computer Systems NCS and Media Object Server (MOS protocol)
  • MS and Linux Servers, AD, Clustering, Virtual Machines
  • Strong troubleshooting skills, a positive attitude and teamwork.
  • Ability to work under pressure in a live news environment and availability to work on-call as needed, including evenings, overnights and weekends.
  • Bachelor’s degree in Electronics/Telecommunication/Broadcast/Computer Engineering or relevant practical experience

This is a brand- new role to the business and they are undergoing a transformation with the goal of re-platforming on to a single tech stack and rolling out to global markets, for that reason travel will be required. 

What experience you’ll need

  • You will be working in either a Business Analyst or Product Owner/ Product Manager role currently. 
  • Telephony experience is essential here, Workforce Optimisation and Workforce Scheduling would be advantageous. 
  • You will know your way around processes and implementing governance.
  • Ability to translate product concepts and ideas into functional requirements. 
  • Agile experience. 
  • Excellent written and verbal communications skills, able to communicate in business and technical terms
  • Experience in working in a fast-paced environment managing multiple projects simultaneously.
