Essential

  • Full stack .NET (C#, IIS, SQL)

  • Able to design, tune and manage relational databases
  • Able to analyse and interpret complex customer requirements, evaluate options & varied information and present a sound business case
  • Strong systems and technical knowledge across multiple business areas
  • Able to work independently, without ready access to more senior officers, assertively and under pressure in delivering to very tight deadlines and managing conflicting demands
  • Able to work with concentrated mental attention for lengthy periods on a range of activities e.g. problem solving, requirements gathering, design, build and test and the full range of software development lifecycle activities using an iterative and incremental approach
  • Able to work in a structured way with skills in time management, capacity and resource planning
  • Able to work with dexterity and at speed with a high degree of precision when creating data fix scripts, configuring interfaces and associated software.
  • Knowledge of data protection, freedom of information and data security
  • Knowledge of emerging trends in technologies and development and support best practice

Experience

  • Experience of interpreting/negotiating business requirements
  • Advanced and in-depth experience of working in ICT in both applications development and support roles
  • Experience of the full application development lifecycle and agile methodologies
  • Extensive practical experience of web development
  • Extensive experience of integration of back office system with transactional services to allow users of the site to self-serve (e.g. through the website a resident could order and pay for a waste collection) using APIs
  • Good appreciation of wider local government and relevant national issues including digital by design agenda
  • Experience of and the ability to operate within a political environment
