QA and Testing Lead Delivery Owner

The Digital Data and Technology department at enables the Home Office to keep citizens safe and the country secure. They design, build and operate services which are critical in helping the department achieve its mission.

Embedded within a significant area of IT delivery, the QAT Lead Delivery Owner will have the opportunity to promote quality outcome, value and continuous improvement across the organisation. The successful candidate will be setting up the programme or project level strategy for the initiation, delivery and development of quality assurance and testing solutions.

The QAT Lead Delivery Owner will be working in collaboration with other delivery partners in QA and within the Digital Data and Technology department, to ensure effective and efficient QA capabilities are developed and fully integrated into the software development process. The successful candidate will be expected to build and develop partnerships working with a wide range of specialist QAT service providers to build multi-disciplined teams.

Experience:

  • At least 5 years' experience leading complex QA projects and programmes
  • Excellent stakeholder management skills
  • The ability to easily develop relationships with various business partners within QA
  • Experience driving forward development of Quality Assurance and testing capabilities
  • Excellent knowledge and experience with QA practices and tools
  • Innovative mindset in order to explore, identify new testing practices, tools and technologies
  • Excellent management skills
  • Excellent communication skills with stakeholders of all levels

Main Duties and Responsibilities:

  • Coordinating ICT technical pre-sales and procurement activities at project initiation.
  • Transitioning the technical solution into operational support as part of project closure, and ensuring 'lessons learned' is performed and recorded.
  • Prioritising, setting clear goals and targets, monitoring progress, and holding delivery team members to account.
  • Using judgement and criteria to adapt previous approaches in the light of current circumstances.
  • Making effective decisions in the absence of complete information to ensure work can move forward whilst mitigating risk.
  • Ensuring ICT strategy is not compromised during project delivery unless agreed as an exception.

Skills and Experience:

  • Be a qualified PRINCE2 Practitioner or equivalent relevant experience.
  • Comfortable managing multiple projects concurrently as part of a wider project portfolio which may have interdependencies.
  • Demonstrable expertise in managing projects to time, quality and budget.
  • Demonstrable experience identifying and managing technical risks, issues and interdependencies
  • You will have an Information Technology Infrastructure Library (ITIL) qualification or be able to demonstrate a clear knowledge of ITIL policies and procedures.
  • Experience of Agile project management methodologies.
