A large government organisation based in London requires an experienced Security Cleared Project Support Officer for a 12 month contract.

The organisation is undergoing a large IT Transformation Programme and has committed to delivering a number of capital projects which will directly benefit their operational ability. This includes:

The Project Support Officer is therefore, required to provide support, assurance and project deliverables and to ensure that work is properly attributed and completed to a sufficient quality.

The Project Support Officer will be working in a fast paced Agile/Scrum environment and will be required to:

  • Deliver consistent practice and standards for project and programme governance including planning, reporting, change control, risk & issue management, cost control and resource management
  • Attend necessary governance meetings
  • Facilitate and enforce appropriate gatekeeping process for all projects
  • Deliver and maintain the project plan (from the consolidated project plans) so that it accurately reflects the status of key milestones, deliverables and activities
  • Highlight dependencies external to the programme that have an impact on the programme plan to monitor the risk to and from those external dependencies
  • Create and deliver status reports
  • Perform a regular quality review of the Risks and Issues log
  • Deliver, manage and administer the programme's document (deliverables) management process
  • Create and maintain a resource management process which enables movement of resources on, off and within the programme
  • Co-ordinate all external QA activities including reviews, audits and assurances.
  • You will be working with Programme engagements and customers on work-plan management, production of status reports, analysis, metrics, Jira and Confluence reporting.
  • Leading and driving through changes whilst supporting the Project Manager.
  • Ensure delivery within relevant statutory and policy obligations.

Essential Skills/Experience:

  • Have a track record in providing PMO support on large, fast-paced, complex projects.
  • Be experienced in Agile and Cloud environments
  • Be proficient in planning and using MS Project
  • Experienced with using Jira and Confluence

Please note, that you MUST hold current Security Clearance for this role. Due to the nature of the environment, you will also be required to undertake an "Enhanced" Clearance. For this reason, you must have resided in the UK for a minimum of 3 years out of the past 5 years in order to provide the footprint required to conduct the necessary checks. This is a national requirement for any applicant to UK roles that require SC clearance.

This additional clearance can also take 3 to 4 months, so an expected start date will be end of May/beginning of June 2020

The role is also Inside Scope so rates will be based on working through an Umbrella Company.

Valid and current Security Clearance is essential for this role.

This role is essential in order for the Project Managers to be able to undertake higher value tasks and have more time to liaise with customers. You will therefore work across a versatile set of tasks and projects, including but not limited to the following:

  • Driving consistency and efficiency into Project Management across the portfolio Producing project plans and supporting materials
  • Standardising the reporting approaches across projects and preparing progress reports for the Project Managers and Portfolio Managers
  • Assisting the Project Managers in proactively managing risk
  • Asset and loan management including ITAR tracking.
  • Set up bid/project folders within the PSO.
  • On secondment projects, assist with timesheets, approve expenses (within limits of DOA) and monitor billing.
  • Chasing up contracts for secondments and track spend on secondments against contracted hours.
  • Act as another bridge between the organisation and on-site/client-site staff
  • Transfer of documents between systems
  • Production of delivery documents

You will undertake some of these tasks directly; others will be delegated to the Administration Team. You will need to actively consult with the Project Managers, Portfolio Manager and the Head of the PMO to identify and deliver these tasks

Essential Skills/Experience:

  • You must have 3 to 5 years' experience of working in a PMO with significant exposure to working with large portfolios of projects (of varying sizes).
  • Solid grounding in all PSO activities
  • In depth specialist experience in risk management and project/portfolio reporting
  • You must have (as a minimum) foundation training in either MoP, PRINCE2 or APM Project Fundamentals (PFQ) qualification.

It is also desirable that you have experience of working in an engineering environment and associated engineering processes

Please note, that this role falls Inside Scope and therefore, the rate of £400 is based working through an Umbrella company.
