Your new role
This role will be part of the senior IT leadership team, reporting into the Director of Digital and ICT. You will the own overall architecture strategy and technology roadmap, ensuring alignment to the Council’s broader aims. You will be accountable for ensuring technology solutions are fit for purpose, future proof, cost effective, adhere to best practice principles and meet the council’s strategic goals. You will be responsible for key strategic decisions in relation to technology, as well as owning and managing the council’s technology governance processes. You will use your broad and deep technical knowledge to guide, shape and deliver technical solutions. You will also proactively drive improvement and simplification of the Council’s underlying IT architectures and capabilities. You will drive innovation by applying new technologies, facilitating the delivery of better outcomes for citizens.

What you'll need to succeed
You will have a track record of operating at senior levels of an organisation and translating technology into terms relating to organisational drivers and financial performance. As well as being a strong technologist, you will need to be outcome oriented and have a commercial mindset. You will have strong experience of enterprise architecture, including the following disciplines: business analysis, applications/systems engineering, data/information architectures and technical architectures. You will have proven experience developing, designing and implementing complex technical roadmaps and architectures.

You will also have a strong appreciation of technology delivery and operations, with an understanding of the consequences of an architectural decision upon an operational environment. You will have broad knowledge across technology, digital and data (including mobile, cloud, ERP, business intelligence, portals, web, IoT) and the ability to quickly assimilate new skills. You will have significant practical experience designing and implementing complex solutions with data integrations. You will have an expert understanding of architecture frameworks and methodologies. TOGAF certification would be a bonus. You will be an excellent communicator, with the ability to influence different audiences, technical and non-technical. You will have highly effective presentation skills enabling the service areas and senior management to clearly understand how technology solutions will deliver expected benefits.
