The Health Transformation Programme is revolutionising this service, putting customers at its heart and seeking to offer the best possible experience. This is an exciting opportunity to be a senior digital delivery leader in this high-profile programme. You will be accountable for the delivery leadership needed for achieving high-profile outcomes for our users and stakeholders. You will do this using your own delivery expertise hands-on and through the expertise of multiple delivery managers that work with you. It includes leading the orchestration between multiple agile teams and extensive engagement with the overall programme.
You and your role
You'll be responsible for fostering the right environment for your multidisciplinary teams to succeed, helping them to self-sufficient whilst creating a culture of learning and transparency. You'll be a key part of one of the UK's biggest and most high-profile digital transformation programmes, a once-in-a-generation reform of government products and services.

Be an exemplary servant leader. Lead from the front. Embed Agile in the fabric of DWP. You'll keep pace with the introduction of relevant agile and lean tools and techniques, and remove obstacles and blockers that might get in the way of delivery.
This role is predominately about an agile in-house development environment but also includes appropriate supplier and external dependency management. Your digital programme will be of high complexity and is likely to represent high risk to the department. It will involve complex decision making involving a wide range of options and is likely to affect many work areas within DWP. You will have expenditure responsibility and that can run into millions of pounds. You will manage risks and blockers, some of which could include risks to delivery of core government policy or that could have a damaging impact to the reputation of the Department. This position comes with accountability for leading major delivery discussions at deputy director/director/director general level across DWP that may cover complex issues and require strong stakeholder management, negotiation and prioritisation skills. Key to this will be building and maintaining important relationships, reconciling priorities and agreeing common action at a senior level.
As a Lead Agile Programme Delivery Manager, you will deliver end to end programme projects including owning the delivery of digital products and services used by the Department.
You will have the ability to adapt and reflect, also able to recognise when something does not work and encourage a mind-set of experimentation. There is real opportunity here to exploit new and emerging tech as we move forward. We're looking for someone with an ability to deliver now and keep an eye on the future.
You will provide agile leadership to a multi-disciplinary agile team and you'll help embed agile principles and practices across the wider organisation and build and nurture the relationships with senior stakeholders.
We are looking for a great delivery experience with technical nous.
What skills and experience are we looking for?
This role has and is evolving. This is more than a digital strategy planning role. it also is key in supporting delivery managers in developing and growing teams with whilst BAU and the necessary firefighting.
It requires creating the right frameworks for vital resource .ommercial paths.setting up routes for retaining people and service contracts.
Managing risk and finance and a budget of £40 M and innovating change and healthy structured challenges within necessary regulatory and governance backdrop.
A fresh and new approach is welcome in pioneering the new space of AI joining up data across government.We'll assess you against these technical skills during the selection process:
- Agile and Lean Practices
- Programme Management

- Relationship Management
Managing multiple projects that include significant digital delivery including experience in :
* Managing multiple agile deliveries that include in-house software development and product design
* Managing one or more complex programmes that are predominately involved in the orchestration between multiple agile teams and with external dependencies.
* Managing a live technical support team.
* Understands ITIL service management and is able to integrate agile delivery with change, release and support processes.
Nice to have but not essential…
* Some experience in designing enterprise and/or solutions architecture. and developing, testing and designing software solutions.
What will I be doing?
The roles and responsibilities for this position include, but are not restricted to :
- Leading the delivery of a major digital Agile programme
- Servant-leadership of a team of experienced delivery managers
- Managing complex dynamics between external and internal stakeholder groups.
- Support Product Owners to shape and build the digital delivery roadmap and translate this into an achievable programme of work
- Acting as a scaled-agile delivery lead to orchestrate activities between agile teams
- Driving the pace of delivery across the programme, they work with other senior leaders and product managers to remove blockers, manage risks, commercials, budgets, suppliers and people assignments
- Overall development team recruitment and resourcing for programme
